The question of Sir R. Bredon's new appointment is not yet finally settled, and Mr. Aglen has not yet come to a decision as to whether under present conditions the position can be accepted by him. According to general opinion Bredon's appointment as adviser to Revenue Council would be looked upon as a deliberate insult to His Majesty's Government, and his influence and position would be employed to undermine the independence of the Customs to the detriment of all foreign as well as British interests. I venture to express the hope that in order to prevent this the strongest pressure possible may be exercised on the Chinese Government.
